Real answer: The sniper had a split second to make the shot, that's not much time to aim precisely. Don't forget the other side was actively trying to kill him. Most of the times a "good enough" shot is just that, good enough to take someone out. Sometimes it isn't. Hard to shoot when your hands are shaking from adrenaline because someone is trying to kill you.

Not only that but Russia is going to end up with far more than they wanted in the first place that would've avoided this whole mess. The land Russia holds right now produced 80% of Ukraine's GDP. Fitting, given that the name literally just means “frontiers”. Poland have already made noises about annexing back their historical holdings in the Ukraine, so realistically west Ukraine won’t stay independent for long. West Ukraine just doesn’t have an economy once they run out of NATO equipment to pawn off. The west will pretend that this is a legitimate referendum while they continue shouting that the ones Crimea and Donbass held were not, of course.
