Season five revealed that Jazz's surgery was a bit more complicated than others (Jazz hadn't gone through puberty because of hormone blockers, so she didn't have enough penile skin to create a vagina).

Number 1 - phaloplasty is for those over 18, and number 2, he is citing a trans man who transitioned at 40 - something this bill doesn't even cover.
Tony's made this claim before, that children don't receive phalloplasty surgery. I quickly found two such people just on Reddit:

Tony’s concern is disingenuous shit. He only cares about the true hermaphrodite edge cases as a far as he can use them as a shield and trojan horse to allow AGP fuckers like himself access to female only spaces for coomer gratification.

I try not to essentialize/lazily stereotype "country" people, but I have to imagine that Montana's legislature has a higher-than-average number of farmers/blue collar workers than most state houses. I wonder how much they struggle to empathize even slightly with someone like Zooey whose relationship with the external physical world (and, I would argue, his own internal emotional world) is so obviously distorted.

Even if they're not entirely unsympathetic to Zooey's viewpoints, what they must think of the absolute state of him! He hysterically accuses people who think it's wrong to stop children from going through their biologically determined puberty of....killing children. He's not a parent himself, has no firsthand experience of how changeable and frankly fucking psycho normal children can be, but he's getting up and saying this crazy bullshit. He's also so young that he can't have had much experience of watching other people's kids develop. This is all just sperging based on his own experience revved up with troon ideology.

To answer the question, I do think he will get censured. There might even be a few Dems who vote for it.
