Mexico is cheap.
Its easy to obtain drugs.
It provides some amount of security from the American law, at least when you're a fat drug addicted idiot nobody can be bothered to deal with.

I remember him saying something about how Ralph would fuck up and be fed to niggbulls if he ever went to mexico after his encounter with the purse thief in portugal and i believe that to be one of the inciting motivators for his move there.
