Maybe some of it but asians in general are under represented in crime even jn the west. The bugmen are more law abiding.

It's really something.

Like if you get caught doing drugs over there, it's this huge stain on your reputation.

You get caught stalking and groping middle school girls on the street or paying 14 year olds for sex and they barely give a shit.

It almost feels like the only reason people even get in trouble is because it would embarrass the country in front of Western nations if they didn't at least make a token arrest. Life for most Japanese is pretty miserable. They live in a tiny box. Everything costs alot. They are expected to give everything to work. There is also often little opportunity for social mobility. Life is just not great. Which is why they don't reproduce at any kind of normal rate.
So the society compensates for all that by being at some levels rather porn-y, fetish-y and just plain weird. The culture is so locked down and controlled in public that people being private freaks with their porn doesn't tend to leak out into bad behavior in the culture as a whole.

SK's birth rate is even more in the shitter than Japan, suicide rates are even higher, their work ethic is even more hardcore to the point that some Koreans even teased Japanese as being lazy workers, and the porn ban in SK lead to the trend of people becoming voyeurs, just so that those guys can get their rocks off.
