Yes, but she is not talking about traveling with her cat as a tourist. She is talking about importing him to live in her "home". If he were to travel with her as a tourist, he'd also have to leave with her as a tourist at the end of her stay. She would then have to repeat the whole process again as she attempts a fourth tourist visa and get approved for both cat and visa again. This is very unlikely to happen. Plus, how good can it be for the cat to be stuffed into a plane every three months?

Flying anywhere with a pet is tiring, takes a lot of time, permits and vet visits, ESPECIALLY when traveling overseas. Bitch would probably put the poor cat in the cargo hold and quickly waddle away after landing to avoid ever picking him up and blaming the airline. And you really expect our walking beauty to do all of that, after failing to do her goddamn taxes properly for god knows how many years? She will come back to Canada, crash somewhere (which is what I’m personally most excited to witness) and make up a stupid excuse as to why her genius plan just “wasn’t meant to be”, and that she “realized that Sam wouldn’t be happy in the desert”. You are assuming that Chantal could manage to go through Amsterdam and JFK. She is not a world traveller and I suspect that she would take the most direct route.
If it were to get a visa, I would agree with you. It would be the cheapest and easiest. However, the trip to Canada is to get out of the Kuwaiti heat for 4-5 months, thus the "getting Sam rubbish". By now, he must realise that his dream to see Canadian snow is all but nonexistent. He might tell her that unless she brings with her his immigration paper, she may as well stay in Canada.
There is no requirement that an animal that entered a foreign country with you must also exit with you when you leave. Animals are not given 90-day tourist visas like humans. You are, for example, allowed to bring animals to a foreign citizen or resident and leave them there.
