Pets are allowed to travel with you to Kuwait as a tourist. You don't need to be a resident.Lest she has forgotten, she is on a tourist visa. That grants her a maximum of 90 days of sightseeing. Kuwait is not going to let a tourist import a cat. Why would they? She's supposed to leave in 90 days, and they already have an excess of cats.
Sam is not going to be yeeted from his happy new life to be shipped in a crate to a shack in the desert unless she gets a real civil ID and is granted resident status. And even then, it isn't a lock; Kuwait can do what it wants.
You do have to jump through hoops, though, and there are a lot of requirements:
