Ahh yes, you see with the whole north and midlands point this is the region where the government has traditionally not given a fuck about. Really, within Britain pretty much everything is centered around London and the south. Britain has been going downhill for decades. I'm more surprised at Surrey's actions as that is a conservative area of the country. This is surprisingly primarily because police departments are split up based around regions. I don't know the specifics of funding, but the north is deprived so unless funding is brought in from elsewhere then the north too is unlikely to have the funds to act. Thanks Blair!
