Ok I will try and break it down.

Apparently in Las Vegas if you're a limo driver (not russell), you (limo driver) can crash into someone (Russell) clearly merging with a flashing blinker (Russell trying to force himself in front of a limo) and not slow down at all and get off completely (limo driver not at fault) and the person you crashed into's insurance (Russell's insurance) has to pay your few scratches (limo's scratches) while you (limo driver) leave a dent in their (Russell's) car.

It sounds like the limo was in its lane just cruising and Russ tried to merge in front of the limo. For whatever reason, the limo didn't see him or chose to not let him merge. Legally they don't have to let you merge. Generally, they should do it, if it is safe or reasonable to do so, but they aren't required to.

And in fact, if the merging he was talking about was him entering a highway (via ramp or lane), then although people in the main lanes should move over or accommodate other traffic to slide or zipper in, a car attempting to join traffic still needs to calibrate (and yield as necessary).

This is what is known as "defensive driving." I don't think this is taught as much in school/drivers ed/driving school now. Probably ablest. But my personal kids 1) have it ingrained in their heads and 2) have expressed more than once that they really appreciate having been taught the concept.
