Brazil has a lot of good ethanol, but that is because we use sugar cane which is a lot more efficient at it and cheaper to grow in our climate.
The point about engines is half true. If the engine isn't meant to run ethanol then you will have a issue.

The problem with ethanol is that it's hygroscopic; it absorbs moisture from the air, which is generally a bad thing for an internal combustion engine. DeSantis's strategy is completely and utterly baffling.
