I visited France in 2006 and there already were effective no go areas. I can't imagine what it's like now.

Capitalist bourgeoisie are on an eternal quest to maximize out their relative wealth compared to the rest of society. Sometimes this is done through maximizing profits. Oftentimes this is done by purposefully endangering the poor and working class and making them suffer for their own pleasure. It also helps that these third world migrants are willing to work for much lower wages and benefits.
