Either Muzzies or Asians, though if they were Asian especially SEA they may have just caught the dog to eat it for lunch later. In either case though to have a big Rottweiler come running up on you would be freak you out regardless, pretty strong dogs and intimidating purely from appearance.
Another key point is that rottweilers are used to guard livestock, meaning that they aren't supposed to attack everything that moves. They require a lot of effort to train but they aren't bred to maim like fighting dogs. They're bred to keep Bad Guys away, and all you really have to do to keep it from being reactive is socialize it while it's young and teach it to associate people and animals with good things.
I don't think sitting in a crate all day is good for a dog's socialization, though.
As a former Rott owner I can attest to this, mine wasn't used to guard livestock more as a general pet and guard dog and he did his job extremely well. He never went out to fuck with other people or animals unless said people or animals fucked with me then all bets were off. We did keep him caged but it was a very sizeable cage so he was never in a little box and still had room to stretch his legs and we'd let him out whenever someone was outside to keep an eye on him.
