People in Government, Media, Tech or any other facet of life with importance power and money routinely wash each others hands and push for the same thing. They do this covertly or overtly, directly or indirectly. The thing about the Cathedral is that it doesn't need to exist for it to be a thing.
Most of the time people imagine a secret organization with rules and laws and secret meetings. But people are dogshit at keeping secrets so if it was that simple we would know by now. In reality there are incentives for people in positions of power to go the same way, push the same shit and cover each other.
It doesn't need to be a secret organization. It could be a group of people that are predisposed to try and take power as such are more likely to be in positions of power. It could be that power corrupts. It could be that organizations of a certain power organically keep out moral people. It could be even more depressing that the general population can only create and sustain power centers that hurt the general population to exist. It doesn't matter the end product is the same.
