Because sanctions are a common law construct rather then statutory law. Being a frivolous bitch abusing the judicial system is not illegal. So the courts have to carve out special authority based around the need for their orders be obeyed. Such orders can only be backed up by Statute (which is absent here) or reasonable provisions to bring about compliance.
Because the purpose of these kinds of sanctions is to deter and it's utterly meaningless to a worthless piece of shit like Melinda whether she has some uncollectable judgment against her. I say another purpose is to deter others, so she should get it anyway. But whatever.

I'd say the other reason in this case is the judge doesn't want to catch an appeal. An injunction barring the right to file a lawsuit falls under extraordinary remedies. The fact Melinda has caught that is a huge L for her. If the judge had tacked on huge fees on top of it she could conceivably have screeched loud enough to catch a sympathetic ear. Maybe with a local NPR affiliate who will run a story about the poor single mother with no means being abused by the legal system and a neo-nazi forum. Followed by a Pro-Bono appeal about how her constitutional rights were violated.
It's also more useful to nool than having an uncollectable judgment. It actually doesn't stop her from forum shopping or fucking around some more but it will at least make it less convenient and make disposing of it a process of just pointing out the injunction and what it means.
