Despite the fact that they can do this and get away with it, I'm a little surprised to see them actually doing it. The real reason "the house always wins" isn't because it cheats, but because the payouts for wins in various games aren't quite "fair." For instance, "American"-style roulette wheels have 38 numbers, but even if you bet exactly on the correct number, the payout is usually 35 to 1 instead of the "correct" odds of 38 to 1. They do this for every game. They don't rig the game's mechanics to make profit because they don't need to.
