Alternative to age of consent laws

I have thought of a new and improved method of fixing problems of consent laws and the tricky issues of underage minors.

Rather than having an age of consent we use puberty stages as not everyone matures at the same rate. We start at stage zero which is prepubescent. All sexual activity is banned for anyone at stage zero. This also helps deal with the hidden problem of rape by prepubescent children. Now they can be punished accordingly.

From there we move up the stages. Under new proposed idea nobody can have sex with anyone in a different puberty stage to them. If you are stage 1 you can only have sex with someone else in stage 1 and so on.

This will ensure anyone having sex with anyone else is same level of physically maturity as other person.

A fully developed person will not be allowed to have sexual relations with anyone below them on the puberty scale.

If you're over the age of 20 and you have any trouble navigating age of consent laws, you should be imprisoned just on general principles.

Other than nonces, who considers it a problem? There are existing Romeo and Juliet provisions for a 18 year old fucking a 16-17 year old. The only thing I hear about is if an underage girl uses a fake ID but I doubt this is a prevalent problem.

Realistically who can actually stand being with someone under 18? There are still years where a girl’s body continues to develop so there’s not even an argument that you’re getting these girls at their prime. If you're lusting after children, there is something wrong with you. Given recidivism rates, the best thing that a pedophile can do is kill themselves. All minors are undeveloped. The human brain isn't fully developed until 25.

At the risk of stating the obvious, the purpose of AOC laws isn't about the sexual maturity of the people involved its about their mental maturity and ability to understand consequences and such. Whatever stage of puberty they're at is irrelevant to that. If anything 18 is a bit sketchy itself considering how many 18 year olds are idiots

The problem isn't that kids haven't reached a certain Tanner stage before they're good to fuck. It's that their prefrontal lobes are poorly developed and they are not capable of appreciating the consequences of (for example) fucking a man twice their age.
