They're basically holding Xander as a hostage, or rather a dangling carrot. If Ethan wants to visit his son, he must travel all the way to California where he will also get served and must attend course.

If he doesn't do any of that, he cannot see his son. He will have to pay child support.
If he defaults on the payment, he's in trouble.
If he doesn't want to spend all this money, he can forfeit parental rights and not pay any of it. Faith's boyfriend will likely adopt Xander.

Historically it hasn't been Xander as the bait, so much as it was Ralph deciding of his own accord to have a Retard Party in the States (see: Guntamania, Killstream Pigpen, CatboyCon), and Vickers colludes with a-logs to get Ralph served. At Guntamania, JessePS (faggot) snuck court papers into the bathrooms at the venue ahead of time so Ralph could be served during the event.
