It doesn't matter whether if they're on America, in Europe or in Africa, they're all dumb as shit. The best of them can only hope to be slightly before average. Like many other dumb races like pajeets, any community in which they form a majority turn into shit rather quickly, but as much as I hate pajeets, unlike niggers, they're able to form somewhat stable, if disgusting and primitive, ecosystems. Pajeet communities may be a disgusting cesspool of ritual rape, abysmal hygiene, pedophilia and putrid smells, but they're able to maintain a basic social structure and can understand, even if at a basic level, things like economics, politics, laws and technology.
Niggers are hilariously incompetent at all that. They cannot and will not put on the minimum effort to understand anything of any intellectual complexity beyond "Is racism being done to me?", which they almost unequivocally will conclude "Yes". Since they cannot form any civilisation at all, it's pointless to elaborate on how awful they are at things like doing taxes, applying for a job, doing that job and such. They even need state sponsored babysitters to apply for gibs.
As criminals, they completely suck at crime. They're completely chaotic and commit crimes for the fuck of it, rarely properly benefitting from the crime they commit and more often than not failing spectacularly at it. I've seen niggers constantly kill the wrong person in their revenge trips because they cannot even bother to distinguish one nigger from another, they barely know how to operate a gun or aim properly and they will go to the extremes for absurdly low stakes: i.e. they will kill for peanuts.
Like pajeets, some of them will try to flee the shitty communities they make to greener pastures and establish themselves in white communities. While pajeets are better at persuading whites that they're decent people, which is not very difficult to do in comparison to niggers, both of them will bring with them the very sort of stuff that made their original community shit and they both will bitch about "whiteness" constantly because they know they're not it. The things whites do to keep nice communities they're unable to do. Again, pajeets will make themselves listened more effectively, but both will ruin their new communities.
The most civilized nigger may not murder, steal or be openly antisocial, but he will still nigger: He will chimp out about anything at everything using more ellaborate rethoric, perhaps even persuading some about 'systemic racism', he will be unabashedly conceited and psychopathic, while notoriously mediocre and underachieving, and he will always find a way to justify, protect or defend the most uncivilised niggers, with whom they rarely are more than one or two degrees of separation.
Occasionally, a nigger may completely cut off himself from "Black Culture". If there is a nigger who is able and willing to adopt such a harsh measure, that is cutting off mother, brothers, childhood friends and pretty much all his nigger life, he may be able to break the boundary between a nigger and a black person. Perhaps. He still would have to work hard to develop himself.

In general, niggers are being employed as a powerful dissolver in western culture. It's working fairly well. They manage to niggerize a sizable chunk of white people as well, unfortunately.
