I don't have the page handy but I believe after a shit show on social media Google clarified that accounts scheduled for deletion are ones that have not uploaded any videos to YouTube. This means if you have a dead account that's subscribed to a few channels and that's it the account will be one of the ones purged during the cleanup, however if that same account had a 10 second video of your cat it would be spared because there's content associated with it.

• Reading or sending an email Using Google Drive
• Watching a YouTube video
• Downloading an app on the Google Play Store Using Google Search
• Using Sign in with Google to sign in to a third-party app or service
