Sadly I think it's more of a preventative thing rather than actually caring. They probably don't want someone to go on a killing spree or to off themselves at work. In the US, places like FedEx tend to have really strict safety restrictions because so many people have gotten injured beyond repair and ended up suing.

I got pretty lucky with HR, we had some lovely older ladies in HR/Payroll at my unit. Three of them had worked there for 25+ years, took good care every time I ever needed anything and were very sweet and enjoyable to deal with, always going above and beyond. Everyone liked them there. Even at some of the other units the HR weren't too bad but my home base had the best HR you could ask for. I know it's not like that everywhere but I am happy I never got to see the ugly side of HR.

HR is a hydra, that if not nipped in the bud, grows wildly powerful and out of control.

Also very useful however. HR fulfils an extremely useful role in a company that can't really be replaced. But it would be better if the HR people were little Total Recall style tumour men stuck to the managers chest rather than fully fledged people with their own retarded ideas.

Should they simply cease to be required in most, if not all, businesses you'd see a great increase in morale overall.
