She appears to be a court reporter not a clerk, and depending on the specifics of the jurisdiction it's not unusual for reporters to sell copies of transcripts like that. Generally if there's a transcript in the court record itself you can usually get one through that, and it's generally the cheapest way, if not free, because courts usually have rules on how badly they can jew people for records.

Also there appears to be a hair baked into it? Just looks like a giant almost burnt potato and those beans don't look good either. If it's actually transcribed and filed in something like an appeal, it's a lot cheaper for the others who request it.

Sometimes you can do that but if you want to use it in another actual court case you need the official record. Since Fatty's in his lolsuit filing stage, he might as well actually have that. And it doesn't appear there is audio. So there's probably something like steno tape.
