Every person I've seen reported as a foreign national that I've taken a closer look at was either Israeli with dual citizenship by descent, or a permanent resident. Which would make sense given that it was a very small festival related to a niche music scene featuring artists that aren't particularly well known, it wasn't the kind of even that people travel that far for.
