The average monthly salary in Ukraine is around ~$400 USD and is likely a lot lower due to the ongoing conflict. There is almost no infrastructure in place to audit where the arms sent there are actually ending up. It's entirely within the realm of possibility that weapons sent to Ukraine ended up in the hands of Hamas
