I've built RF controlled model rockets before, and two stage model rockets, and helped on a three stager; and you can get them on a pretty solid arc if you want. Are they deliberately spreading them out to saturate a wider area, to avoid easy hits from counter fire? Or are they just kinda shitty rockets?

That's why they need thousands of them so a few hundred actually get where they are supposed to go. Usually around 40-60% just hit the desert.

I'm not an expert either but my guess would be probably a bit of both. I'd assume that most missiles have a guiding system on them; even the cheaper missiles. There might be a guiding aspect built into each payload to direct the strike more precisely after it hits the apex of the arc.
