Even in that instance, the majority consensus was that Frank would've had it coming if Boogie actually shot him. The major pushback Boogie got in came from how poorly he handled the matter. By explicitly stating, ON STREAM, that he wanted Frank to come to his home so he could gun him down, he shifted the narrative from him exercising his right to defend himself from a perceived threat to premeditated murder of someone he didn't like.
