The 100k number typically refers to the number of Ukrainians that Israel either promised or predicted they would take in after the war broke out. It was people in Ukraine that qualified as vaguely jewish and would be allowed to emigrate to Israel. I believe anyone who can "prove" one "jewish" grandparent is allowed to emigrate.

Nobody completely understood what he meant by that. In the interview, he generally hinted at Ukraine as a sort of spartan state with everyone in the military forever and the military being a huge proportion of the state.
