I know you probably mean this in a psyop false flag way but the simple answer is these people like feeling powerful and locations like schools, theaters, bowling alleys etc are unlikely to have anyone else with a gun on the premise which means a higher score for the shooter, which is mostly what they’re aiming for. They’re cowardly losers who want to feel some semblance of control over other people because they’re freaks of nature that no one likes. Government buildings are much harder to target due to actual people with guns already being on the premise.

As already mentioned, spree killers look for places where no opposition is expected. Any kind of retaliation you can do helps everyone else's odds of survival, and the particularly cowardly ones might even give up when there's return fire. Maybe it won't go so well, but any attempt might save lives.
