Small town police force with not enough officers to visit all of the families to officially notify them. If they have their priorities straight all law enforcement is either sleeping, hunting down leads, or arranging additional state and federal resources to help catch this nut case.

At best I would assign a single officer to this duty. Or maybe get some outside help to assist with official family notification.
