As fun as that would be, it would be a waste of land to leave it uninhabited. I think their long term goal is to drive out Hamas from the area and turn it into a Chinese style special administration region, but with even stricter control.

Part of the problem is that the people of the West Bank don't want them either (Hamas is a rival of Fatah, remember). And long term all it would do would just be moving one troublemaking population from one side of your borders to another - one where they'll interact with another troublemaking population, swell their numbers, and then within a decade or so you're back to the exact same issue you were facing before.
Because the West Bank is an overpopulated shithole as is, and Arabs are incredibly tribal, petty people. they'll refuse to talk to or be outwardly hostile to another Arab just because hes from a different village or a family they don't like. I'd say my workforce is about 30-40% West Bank Arabs, we used to have 2 Gazans back before Oct 7th and all of the West Bankers would talk dirty behind their backs, and those same West Bankers would talk dirty behind the backs of the other West Bankers that were from different areas in the West Bank.
