4 full time people covers 160 hours a week with no overlap. 8 full time people covers 2 people on at any given time (shy like 16 hours a week here)

So heck it let's just say 10 full time call people, a manager of those 10 who also gets 100k and then let's say there's a couple part time "leaders" or organizers at 50k a pop and any role like payroll is just out sourced like a sane small company.
