That's the thing I didn't quite get about Japan. Once you do a little research or know your history, the Japanese don't like outsiders, even if they smile at you. Considering their long standing ties with the Dutch, and the language barrier youll have to deal with in both cultures, I'd imagine a lot has rubbed off.

all the Dutch people I've talked to about this really do not want Americans and Canadians moving to the Netherlands. They're the ones who had to work to make Amsterdam such a nice place to live, yet a bunch of rich American liberals are flooding in because they fucked up their own country and gave up on fixing it.

I think both the Netherlands and Japan have the similarity where the people who desire to move there from abroad have the wrong expectations of what they think their country is, instead of what it actually is. But these types of foreigners have no interest in actually researching the country's culture or history and instead want it to impose what they think it should be on it.

History lesson: the Dutch were the only foreigners for literally hundreds of years that the Japanese allowed in at one port. Japanese foreign policy has been wild for a long time. And if anything, the orderliness of Dutch cities and culture are probably related in some sort. Foreigners coming in and fucking shit up is new to the Dutch, not the Japanese is what I'm getting at

Yes and no. Maybe a slight powerlevel but I studied abroad in Amsterdam a number of years ago, specifically on social policy courses and during the course of interviews they were absolutely thrilled about importing a ton of middle eastern refugees and migrants, even though the kids of the second generation were directly causing an increase in gay-bashing, attacks against women, Theo van Gogh's murder, etc. which was pretty against the values of an incredible faggy country. But they were very outspoken in their disdain for Americans and Canadians (even though this was Obama-era) and wanted THEM to stay out even though their politics aligned more, because they were seen as pushy idiots.
Maybe sentiments have changed since then, but my professor's only woe was that these incidents would make it harder for foreigners to get into the country because their kids (who didn't have to pass a civic integration test) kept attacking fags, even though he was one.

If you want to be poor in the Netherlands, all you need is to be brown and have a pulse. On the other hand, university-level jobs are often reserved for Dutch speakers even if the organization mainly uses English for communication. All the foreign students arriving in the Netherlands quickly learn that fluency in the local language is a prerequisite for any advanced job and access to non-slum housing.
Americans are disliked as immigrants primarily because they're unable to master the language at any level beyond what is required for grocery shopping. I have never met an American who spoke Dutch fluently and the difference between a recent arrival and one who lived here for a decade is minimal. They tend to find a permanent place in the country through marriage. Funnily enough, Muslim migrants of the first generation usually speak Dutch at a higher level than an American degree holder. This seems to regress though in second generation migrants as their kids adopt local slang and are quickly segregated within the school system. There are probably more first-generation Africans studying at Dutch universities than second-generation, male Moroccans or Turks in my experience. This difference does not seem to exist for women.
Most interestingly, first-generation migrants who speak Dutch at a business level and hold a university degree are quite prized and can expect quick advancement through their career. Getting to this point is difficult however as the Dutch switch to English quickly for practical reasons. Cities popular under expats such as Amsterdam are especially unsuitable for learning the language due to the widespread use of English and the tendency to segregate foreigners into their own cliques. Amsterdam doesn't have slums anymore as those areas were gentrified and the old populace either adjusted or moved to cities like Rotterdam and Zaandam. Low-income areas in the Netherlands can usually be recognized by high-rise buildings, row houses and a majority migrant population. The most funny characteristic is probably the presence of chicken bones and crab legs among the street litter. The number of Turkish flags is also a very strong indicator if there's elections happening in Turkey. The Dutch also do not use the term "slum" and instead favor achterstandswijk which can be directly translated to retarded neighborhood. They're a humorous bunch.
A historical example of Amsterdam's slums would be the district of Amsterdam Zuidoost which is currently being redeveloped to house banks and offices. The Bijlmermeer neighborhood was especially notorious due to its high percentage of Surinamese migrants. Unlike the historical center, Bijlmermeer is known for its modernist planning, high rise apartment buildings, churches and mosques. I included some pictures below. What's interesting about the neighborhood is that its infrastructure is a very efficient combination of bike lanes and roads dedicated to car traffic. Despite Bijlmermeer's atrocious history, it probably has the best and safest infrastructure in the entire city for all modes of transport.

A different example of Amsterdam's "slums" would be the Nieuw-West district which has a significant Moroccan and Turkish population. Unlike Bijlmermeer where you have many Presbyterians and other African Christians, you find only mosques here. There is also very little commercial development due a weak connection with the train and metro system of the city, and the lack of a dominant commercial center for the district. Most banks and business have already committed to Zuid and Bijlmermeer for their office space. Nieuw-West will most likely remain predominantly residential with more social housing in the future. There is an increasing number of Chinese and other flavors of Asians in this area.

Rotterdam and Den Haag have very similar types of neighborhoods as the ones I've described above. They are more criminal though when compared to Amsterdam due to a lesser degree of gentrification. A common problem in these areas is the bombing of apartment buildings and stores. Drugs are of course an issue with small theft being common. Stolen bikes for example are rarely recovered with career criminals who are never prosecuted. Interestingly, the police usually has a list of suspects that they immediately contact when a stolen bike or scooter is reported. If the police is especially persistent, they will kindly request that the suspect returns the stolen property. Whether that actually happens is highly dependent on the suspect's mood and whether they already found a buyer for the stolen vehicle.

Brits rarely settle in the Netherlands and I cannot think of any anecdotal examples. They are mainly known for their habitual alcoholism, sexual degeneracy and drug use in Amsterdam. Anglos drink a lot but cannot hold their alcohol and are disliked by prostitutes due to their tendency to turn violent during payment. Consequently, they're also the primary target for scams in the red/purple/pink light districts. I don't know why but they also tend to wear dresses. Australians and New Zealanders are extremely rare and difficult to distinguish from other Anglo tourists. There's less British students as well due to Brexit which forces them into paying the non-EU prices for education.
This is probably just the pessimist in me talking, but at this point with the world I wouldn't be surprised if everything is just a reverse Hanlon's razor and this is the system working as intended by the powers that be. They don't want you to be safe that's their goal. It's a system that encourages wrong doing and punishes people who want to be left alone.
