The government made its position and intent quite clear by framing the request the way they did. They're being nice about it now, if they don't get what they want they'll stop being nice and x and musk are going to have accusations of actively promoting terrorism and using the platform to do so with a number of anti terrorism laws invoked to cause them all kinds of problems. They would not have phrased the letter the way they did if this was not what they had in mind

and by the way, materially supporting terrorism is exactly what musk is being accused of here with the stuff about facilitating those 'hamas terrorist propaganda videos'

Democrats generally take a "living constitution" approach to the interpretation of the constitution - e.g. they interpret it to mean whatever the fuck they want. You can see a lot of this in Roe vs. Wade and the moon-logic underlying that decision. Republicans tend towards textualism/originalism- e.g. focusing on the literal wording of the constitution/how it would be understood in their historical context.
