On Saturday afternoon, the man, who lives in a refugee shelter in Lichterfelde, allegedly raped a woman in the same facility. According to the police, he allegedly overpowered her at the door to her room, locked the door and then assaulted the woman. Cries for help alerted other residents of the accommodation and they entered the room. The 25-year-old then fled.

Public prosecutor saw no basis for an arrest warrant

As the police reported when asked, several of these witnesses were able to confirm the identity of the man - who is still on the run. The spokeswoman for the Berlin public prosecutor's office said that the investigation was currently being carried out by the police. However, it is possible that the Berlin public prosecutor's office will take over the investigation into the alleged rape on Monday.

When asked about the public prosecutor's assessment that the man should be released, the spokeswoman said that the case was now being examined internally. According to Häußer, there were discrepancies in the identification of the man through the electoral photograph.

Since, according to the public prosecutor, there was no "strong suspicion" of the violent crime on Friday, no arrest warrant could have been issued. Honestly it just blows my mind to read things like "after the arrest for a violent house invasion and strangulation of a pensioner the prosecutor didn't feel it was necessary to keep the guy in custody so they just let him go".

It feels like you're not living in the real world.

How is anyone reading the newspaper supposed to see this story and feel positive about the society he's in?
 
Is the pensioner dead or not? That the article doesn't say is... yeah
This guy killed someone ...

The elderly woman didn't die. Otherwise it would have been mentioned and the charges would be probably for murder or at least manslaughter.

This article from another Berlin sourced newspaper (German) mentiones the guy is from Syria.
The article also mentions two other things:
1) the elderly woman yelled for help and neighbours came to her aid
2) when this guy fled from the first crime scene he stole a bottle of liquor but the person who owned it charged after him and got it back

Even minarchists believe that keeping violent criminals off the streets is part of the duties of the state.

Germans are paying a lot for their government. Their taxes are very, very high. When people pay a lot for government and watch the government fail to perform core functions while throwing money away on things that don't matter or make society actively worse, a sane person might think it's time for a new government.

That prosecutor would be strangled and raped in a just society.
