Given the atrocities catalogued in this very thread, I think you can say that at worst Ceausescu was no worse than the average Western leader and in many regards better since he didn't take away your rights while encouraging people to partake in anti-white pogroms and gender ideology freakery. At least in Ceausescu's Romania you could leave your house without the science hijab on your face and the government didn't make everyone inject the science juice.
