Because Rockstar has never embellished their settings by adding unfitting things like jetpacks, rocket cars, mad max battle cars, and various other vehicles that are practically ripped from 80s movies like the flying car that is literally the Back To The Future DeLorean. Or adding style that totally belongs in downtown Los Angeles such as functioning Tron suits, mad max armor, android ninja armor, and alien costumes of various levels of authenticity ranging from greenman ayylmao suits to detailed predator expysProbably someone who realized that Gen A, Gen Z and a large portion of Millennials are not going to spend hundreds of dollars in shark cards for 1980's vehicles and clothing in GTA Online 2.
Please list like 3 modern games that are akin to Vice City with a similar time period and setting.Because Vice City already exists. What you're describing has already been done. Why do so many people apparently want to be served the same thing over and over again?
I'm not saying you strictly need the 80s to make Florida interesting.And I disagree with the premise that you need the 1980s for the Florida setting to be interesting. It's still a state that's strongly associated with weird and wacky things happening in it, hence the Florida Man meme.
Yes, Florida man is a meme, but as a setting for an 8hr campaign and online game that will last the next decade. It sounds like a hard sell for me, broh.

The biggest rumor I'm holding some hope for is that it will span all three areas of Los Santos. Liberty City, and Vice City. Given how much they talked up the development of the Los Santos map from GTA5 and the sheer amount of work it took to construct that map. It would be insane if they didn't bring it back in some capacity.
