edit: had to do some quick research on Venezuala. 10 million people didn't vote. Most Venezualans consider Essequibo to be part of Venezuala, and the boundary lines were drawn by an international committee. That makes me think it was one of those votes where the turnout is "relatively" low (apparently it was high for venezuala) because everybody already knows what the result will be.
