The gypsies are largely segregated and whenever they try something the police actually fucks them up, at least in Romania. That also means that you cannot just wander into their hoods and antagonize them randomly without consequences, which is fine by me, cause where I live there's almost none of them and they have a gorillion legal issues whenever they appear and try to do ghetto shit. Even their music is banned in public, how considering the EU and liberalism enjoying, I dunno, but local authorities pulled some weird shit out of their butts to make it happen.
TL;DR gypsies are not really a big issue, but don't go to their ghettos
As for the East Europe thing, it's obviously too diverse to describe, Serbia is not Romania nor Bulgaria, Hungary is its own non-Slavic thing, Romania kinda the same, rest is all sorts of Slav subcultures, but there are quite a few things in common.
Contrary to expectations, these societies are very open to strangers and tolerant of foreigners, but not in large quantities, and not when they try to tell locals what to do. An American should have zero issues living here if they have an IQ above sea level and learns a bit about the local habits.
Tolerance to homosexuality is also growing, I've seen a lot of lesbian couples in the last 2-3 years, but no male gays at all. You will still get bad looks, but that's about it, nobody will attack you unless you're really degenerate. Pride parades still have to be defended by police, if they happen.
Without a change in the EU and US, probably in 10 years we will be like the US is now, sadly
