I am genuinely shocked. I fully expected Twitch to double down on their updated policy until there was some major inciting incident. I'm sure they'll find some other way to let topless hot tub streamers skirt the rules anyway, but I applaud them for recognizing this particularly awful mistake before going on and ruining something else about their platform.

This statement/admission is empirical evidence that meritocracy is dead at Twitch and they just hire and promote furry/commie/blue hair retards to run their shitty streaming website.
There was never a meritocracy. Twitch has pretty much always been run by a collection of spergs and degenerates who stumbled ass-first into an effective monopoly because they were early on the scene and the competitors collapsed.
Just think of stuff like how many years Hasan (the admin) soliciting nudes and sex from streamers in exchange for bending the rules was an open joke across the entire platform. It's always been run on the precedent of whatever admin happens to be paying attention at the time and their own interpretation of what's against the rules.
