Let me put this in a way that a European can understand
I'm not a European. But I am a poor white who went to one of the worst high schools in my country. A huge chunk of kids had parents on welfare, most didn't know who their father was. Most, including me, had neglectful parents who did not give a shit about their education. Some students would even bring their toddler siblings into school because their mother was off partying the night before and she didn't come home before school started. No privileges for us.
Yet we all have a decent education. Nothing fancy but we all know basic biology, math, science, geography, etc. This is what the USA is failing in. Basic education. Most of our students who drop out at 15 have a more rounded education than some American college students.
Doubling the pay of a teacher in a non-specialized urban public school with these conditions is not going to do shit.
But that's what I'm saying. The entire education department needs to reorganize the funding so there is more policy changes, etc. These things won't happen without a funding increase to certain areas. Maybe the overall funding amount isn't the issue but some parts need more funding.
Black Inner city schools will always produce idiots but the majority of the population aren't going to those schools. Most are being failed by normal suburban schools because of shitty education standards and curriculums.

I'm not talking about people succeeding in high level areas. I'm talking about the fact that average students in America don't know basic facts. Basic grammar. Basic math. Basic shit that other countries are capable of educating their students about despite being significantly less financially capable than the USA.
It's a joke in my country that Americans think that Africa is a country. I've found that to be pretty true. Even the worst of us in most countries don't have that level of ignorance. The floor needs to be higher in America.
