Special Containment Procedures: SCP-6969 is to be kept in a 10mx10m room reinforced by concrete. A layer of drywall must cover the interior of the room. The rooms entrance is a plain wooden door, occasionally replaced by a tarp until maintenance affixes a new door in the event of a meltdown scenario.
A rudimentary computer with a modern operating system and basic streaming/editing software is connected to the internet via a hypernet cable. The PC has proven to be the number one soothing instrument of choice for the subject in question. Outside of the containment box there is a fully simulated apartment built into the chamber which protrudes from the dedicated containment box, paid actors posing as SCP's parents serve the function of giving the subject a sense of familiarity and an outlet for rage. The apartment simulation area is to be furnished according to blue collar worker living standards, the fridge is to be stocked on a weekly basis along with other basic living necessities. The subject is let out into the world under strict supervision to acquire its weekly THC supply as to provide a sense of recreation and control. The need for indoor monitoring is greatly aided by the subjects daily documentation of its gambling efforts, greatly reducing the cost needed to set up monitoring equipment.

Tactical Austin Recon Detachment [T.A.R.D.] is a dedicated task force which both monitors and supplies SCP-6969 with seemingly random amounts of money to keep the subject occupied. They are also responsible for documenting BossMans losses and posting them online for both recreational and breach prevention purposes.

Austin, better known as BossManJack is a Caucasian bipedal humanoid roughly standing at 175cm in height. He subsides primarily on THC and fizzy drinks, occasionally supplementing it's diet with plain crackers or actual crack cocaine. The SCP was discovered in 2018 playing a video game going by the name of "Rune Scape". While playing, the SCP loaned and promptly lost a substantial portion of in-game currency, which attracted the attention of the T.A.R.D.
Overtime the SCPs behavior grew more erratic, and after witnessing the slow loss of 50,000 dollars by BossMans hand, the T.A.R.D. stepped in and contained the entity to where it is today. It's daily behaviors had not changed in the span of 4 years, nor has it any idea it is in a high security facility and not in his actual apartment. So far the greatest risk of a containment breach is during the event called "Gambling sesh", in which the subject rapidly both gains and loses an inordinate amount of wealth, which provoke different responses depending on the subjects THC blood content and sleep levels. In events like this the wooden door and drywall is placed as a barrier and outlet for SCP-6969s temper, rendering observation and study of the subject as safe.
 
BMJ is a streamer and the money he puts into Stake is all business expenses. The IRS is not going to try to bleed money from a stone and all the money he loses is a write off because he streams it all and that is his job.
That is of course assuming he files taxes at all which he will not, and he'll get away with it because ultimately he has no money. Kick.com uses Stripe for payments, including payouts for subscriptions. Stripe issues 1099's and may submit to the IRS for Kick as well. The IRS might know money is going to him and are expecting something to be filed. Even if you owe nothing you must file showing you owe nothing.

Additionally he would have to prove that money spent on Stake Gold Coins were a business expense and he lost it all. The IRS is pretty strict with streamers, and just because something is done/bought/used on stream or in a video, it is not business expense. This is why the fat gorls cant expense all their mukkbangs.

As you said, Austin loses it all, so he's not profitable in a business sense. The IRS will view him as a hobbyist streamer, streaming his gambling addiction. You cannot deduct hobby expenses and losses.

So its either he is a professional streamer and all his donations are lost so are tax write offs because he makes no money -or- he makes no money therefore he's not a professional streamer and its all taxable.

I don't think this is correct. Bossman does not have an actual business set up for his streaming, and the IRS only considers activities like gambling as a business activity if you can show that you've made a profit for 3-5 years:
In general, taxpayers may deduct ordinary and necessary expenses for conducting a trade or
business. An ordinary expense is an expense that is common and accepted in the taxpayer’s trade
or business. A necessary expense is one that is appropriate for the business. Generally, an activity
qualifies as a business if it is carried on with the reasonable expectation of earning a profit.
Considering that A: Bossman hasn't started a business, B: hasn't been streaming gambling for over 3 years, and C: ends almost every day with $0 to his name, it's pretty clear that there is currently no reasonable expectation of earning a profit.

The document further clarifies that information such as the following will be heavily considered, which would be very detrimental when assessing Bossman's gambling activities:
In order to make this determination, taxpayers should consider the following factors:
Does the time and effort put into the activity indicate an intention to make a profit?
Does the taxpayer depend on income from the activity?
If there are losses, are they due to circumstances beyond the taxpayer’s control or did they
occur in the start-up phase of the business?
Has the taxpayer changed methods of operation to improve profitability?
Does the taxpayer or his/her advisors have the knowledge needed to carry on the activity
as a successful business?
Has the taxpayer made a profit in similar activities in the past?
Does the activity make a profit in some years?
Can the taxpayer expect to make a profit in the future from the appreciation of assets used
in the activity?
Bossman does not depend on income from gambling, he relies on his parents for everything. He occasionally switches up his method but he still loses it all every day. He has never had money in his account for over a week much less been anywhere near the black on his overall gambling.
The IRS presumes that an activity is carried on for profit if it makes a profit during at least three of
the last five tax years, including the current year...If an activity is not for profit, losses from that activity may not be used to offset other income.

I do agree that is unlikely they will pursue him - partially due to the lack of money available to collect, but there's also no way he's properly filing his tax returns with all of his withdraws, deposits, and juicers recorded, so they would have no way of knowing until they audit him.
 
I mean if you want to play ball for the IRS more power to you, but just because he's not incorporated as BossmanJack Fucked your Mom, LLC does not mean he that he's not running a business. His gross income is probably higher than the average American's, so clearly he's doing something right. It'd be easy for him to argue he does have a reasonable expectation of profit, because the more he gambles the bigger his streams get, and the more money he makes.

As far as the IRS is concerned, he's reinvesting 100% of his income into his business to grow it, while living inexpensively in the meantime. Gambling without expectation of winning is still a part of his core business model because he is successfully growing his streaming career. I'd even argue the huge chimpout streams of him losing money is a part of his entertainment business and it draws natural and organic growth to his product.

In other words: eat a dick fedboy.

Every time he withdraws from Stake it looks like he won. The IRS doesn't know he's digging through his carpet looking for nugs, all they see is thousands of dollars moving through an LTC address.
