I think that's backwards - he was born and grew up in the Bay Area and moved to Vancouver later in life. His father's law practice is in SF, and someone dug up an essay he wrote about a fourth grade teacher of his who was murdered in Greece - the teacher worked at a private school in Oakland. Plus, he's shown his US passport in his boring-ass travel photos before.

Not that the distinction makes all that much difference since, as you say, they're two of the most Asian cities in all of North America. (lol)

He went to High School in Oakland, CA. Presumably the rest of his childhood was in that area too since he was also born in California.
I'm sure his fancy-ass-high-school was mostly Asian, but Oakland isn't terribly Asian friendly, even then. Berkeley was more friendly and SF probably had the highest concentrations then as well.
