I think it might be malicious compliance combined with being cowed. The photographers and other members of his staff know that he is wearing it the wrong way, but either take delight in him humiliating himself or are too scared to speak up and correct him.
And if they are doing that for things like this, are they also doing it for more important things like advising him about current events of the country?
