Thermobarics are excellent and Russia should make more of them.
They do though
However regarding to TOS.
The plan for TOS under Soviets was that Chemical Troops of
Soviet Ground Forces, which also consisted of subunits and units that carried out tasks of radiation, chemical and biological reconnaissance and protection,
Would also have units wholesale designed to use Chemical(stopped being the case in the 50's), flamethrower and other incendiary weapons along with smoke discharge/generators.
In the late Soviet period the flamethrower-incendiary and smoke weapons units would be equipped with man portable systems such as such as reusable
RPO Lynx which had a thermobaric round "Lynx-A" a incendiary round (“Lynx-Z”) and smoke screen round( “Lynx-D")
This was later replaced by
semi-reusable RPO Shmel which also had a flavor of thermobaric, incendiary and smoke rounds.
In the 80's they also got TOS MLRS. And had plans for a RPO Shmel tracked squad carriers either a based successor for ML-TB or BMP-3 chassis. And a heavier armored carrier based on Soviet future tanks project.
That never came to be. Soviets were gone. And Russia ended up modifying BMP-2 into RPO Shmel carrier carrier called BMO-1 and the Russian MIC tried to offer heavier armored RPO- Shmel carrier on the T-72 chassis.(BMO-T)
Soviets however never fully equipped the Chemical Troops of the Ground Forces with TOS before SU was no more
And Russians only in 2018 decided to equipe all the brigades and regiments of the Chemical Troops ( since 1992 called the radiation, chemical and biological defense troops.) with TOS MLRS.
Call was for 70 something additional units of TOS-1A. No idea though if they managed to acquire all that was needed by the time pork processing began.
BTW, thermobaric's aren't only used by chemical troops. Soviet assault engineers also used RPO lynx and Shmel as do the Russians ones. RPG-7 got a thermobaric round (TBG-7V "Tanin") specifically designed for them in 1988.
And the Russian assault engineers later also got
RShG-1 and later RShG-2 and it's successor MRO-A. They are thermobaric weapons, but the filling/compound in them is more focused for HE effect and since it's also housed in a steel enclosure which well also give fragmentations.
Other troops in the armed forces technically can requests this portable weapons if needed. But besides RShG's they don't usually have them.
There are also thermobaric rounds for portable and vehicle based ATGM systems.
And both
Uragan and Smerch MLRS had thermobaric ammo. Uragan never had a big stock pile and most went out of date. And for Smerch , thermobaric ammo, I don't believe ever got bought. As there was no point in such ammo in a unit that serves that high above a division within the military formation. Unless it was guided and even then..
