Legal action is expensive and takes a long time, so there will probably be an ongoing need for it. You can't put an exact price on what it'd take to make a given person go away, but overall it is a deterrent when people who thought they could act any way they like see how quick the user base is to throw down the gauntlet/their credit cards.
