In the show Stocking is literally dressed in a gothic Lolita outfit while being drawn in a style inspired by power puff girls. The shows point is to be as ridiculously raunchy as humanly possible contrasted with a really cartoony art style. Panty and Stocking are fallen angels in the show, so their ages really aren't touched on outside of some jokes. The style changes a lot too depending on the scene. I'm not sure if Stocking would actually be considered a loli, but considering the other stuff Vaush showed from his "to be sorted" folder he's desperately trying to excuse, I think there's a reason he picked that style for Stocking instead of one like below.
