It's hard to conceptualize things if you don't have the words for. Most of these things are self-reinforcing cycles, it's just why some African countries show sub 70 scores without them being actual downies. Sucks when you're locked in an endless cycle of ethnicity, culture, and language all reinforcing your inability to build anything approaching a modern society, but fuck, you live in a place where just about everything is edible and you don't have to plan for the future, so why would develop things you don't need. There's a reason the worse the winters are, the higher the average IQ is, typically.

Words are formed by necessity. There was a study where teenagers were forced to communicate without speaking or writing and they very quickly came up with words on the fly, like pointing at shirt to mean the color white. If they ever had the notion that things happened or will happen, they would've come up with a word for it by now.

I'm not saying they're hidden geniuses here, I'm saying that they score even lower because language, culture, and ethnicity/race all reinforce the other in a cycle and having languages that suck at abstractions is why some sub-Saharan nations score in the literal retard range. As for the modern, their languages didn't develop these things I'm guessing because we brought our languages to them which already had them, but that doesn't help them much if it's their second language. If anything, Africa proves the old Sci-Fi concept of "uplifting" doesn't actually work. Races and cultures have to put in the work.

That one book claiming some African nations had 65-70 IQ score had very bad methodology on its studies and in one case sampled literal retards from a refugee camp because they were some of the few people from that nation in question the researchers could find.

What I don't get is how that relates to American descendants of slaves who grew up only learning English (or some form of it) who still have the same cognitive issues and a comparable level of intelligence.

They have similar issues, but they're not quite the same and the foundation of Black American culture is found in Poor Southern and Greater Appalachian White culture. There is regression to the mean and all, but American Blacks are more capable in general, but they're also 20-25% European genetically. They can usually count and can tell you the difference between shapes and such. Some African languages don't differentiate between individual numbers, you may have a word for one or many, or differentiate between shapes.
Part of their issue isn't cognitive, but other genetic factors like the so-called "warrior gene" that controls aggression, or their higher levels of both testosterone and estrogen leading to exaggerated fight or flight responses. Ever watch videos of Black Americans reacting to street magicians? That's why sometimes freak out and run the fuck off over slight-of-hand. They're cognitively more capable, but they do poorly now because they live in a culture the treats them like overgrown children and doesn't expect or enforce better behavior from them. People act as poorly as you let them, in general.
