I think I know what it's TRYING to do.
It's using that stuttering effect on the characters as an "artisitc" choice (kinda like that squiggly style you would see in old cartoons like Home Movies or Ed, Edd, n Eddy), but the gameplay is full 60fps, so the two styles clash with each other and it comes out inconsistent and a mess.
Unless the stuttering is unintentional and a developer oversight, in which case this is a "It's not a bug, it's a feature!" moment.
Yeah it has that Spiderverse stop-motion effect in cutscenes but then normal FPS in regular gameplay.
