Putin always struck me as Europe oriented than a globalist. He largely ignored the Middle East and Asia at first, but was forced to care about them again. He also had numerous chances of getting some split from USSR countries back into Russian control, but always kept away from it instead.

If the deliberate, and at this point it is deliberate, depopulating of Ukrainian and the senseless slaughter of her men, and now women, isn't a war crime, than how can anything else be? If with proper tools you mean more cutting edge weapons and long range missiles then the reason is simple.
Assume that anything that can not be properly tracked has a high risk ending up in hamas or hezbolla hands.
If it would be "problematic" if half of the weapons ended up in terrorist hands then that means you CAN NOT provide those weapons at all to ukraine.
