Even the actual scientists and doctors who have gone to school for years don't even fully understand all of the mechanisms behind hormones, how they interact with each other, and the long-term effects of artificial hormones can and will have on opposite sex people. So the paper-thin explanations of "puberty blockers" and the "titty skittles" are equal parts horrifying and bizarre. These people have no idea of the long term ramifications of their short term actions. We are already starting to see some of it with the rapid bone degeneration (keffals), blindness (THWOMP), and the many instances of strokes, heart attacks, and cancer from these artificial chemicals in people that they're not supposed to be in. Who knows what other literal man-made horrors we will see in the coming decades if this continues on?

I think it's a combination of the money, as you stated, and it's seen as an "easy way up" for the stereotypical "geek who lives in his moms basement". It's clear the leaks illustrate in many cases, this is purely cosmetic, and has little to do with dysphoria. It’s twofold.
1. Threatening suicide is what abusive people do to control others, and
2. It’s a skewing of the risk benefit. Drugs are assessed in risk vs benefit. If a drug is for a mild headache, it’s better be pretty damn safe. If it’s that drug or dying of cancer, you can pass it for use even if it causes awful side effects. By framing it as ‘this or death’ the risk benefit calculation goes to infinity. Any approach is better than death so any approach is ‘needed.’
This is why the idea of ‘life saving care’ is being touted.
