Unironically true. The first game was personally greenlit by the CEO of Sammy (the company that acquired Sega in a hostile takeover in 2004), and I could talk your ear off about how they're a blatant yakuza front company but the footnotes are:
1. The way Sammy acquired Sega was in line with how yakuza generally go about hostile takeovers
2. Sammy primarily manufactures pachinko (gambling) machines
3. Sammy's CEO has had bullets fired at his mansion as a warning, very obviously rival gang shit
