These are almost certainly unrelated. Frankly, no matter what happens anywhere it could be tangentially tied to Trump. This likely has far more to do with Hochul knowing her grasp on power is tenuous and decaying at best and she is desperately trying to avoid admitting "Defund the Police" was absolute cancer as a policy.

And a terrorist action linked to that policy would be a death knell to an already dying administration. Hochul could be reacting in terror of that occurring on her watch.

Any red flag event would be done with the intention of fully blaming Trump for it even if it doesn't make sense, so no politicians will get harmed.

If the terrorist attack is real, then it would have a goal other then loss of life (as events like 9/11 were used to increase attacks on the middle east). In those cases there will be specific targets depending on what the objectives are of the terrorists. A likely one is to overwhelm the police and government of a state that's a major trade hub so that they have full control over a vital artery of the American country and establish a foothold country in North America. New York is likely plausible as it's large enough to hide an entire army in it and has a major port that can be used to move weapons and troops brought in by sea (if they can get past the coast guard). The US army has its weapons depleted and it's soldiers demoralized, and will be hesitant to turn New York into a warzone with its hostages killed.

Assuming bad actors with ordinance get in, there's likely no actual coordination between them. The kinds of people you send on suicide missions are Zealots or people with a deep seated need for Revenge. Keeping either of those groups on the sort of leash required to coordinate attacks across a continent surrounded by security forces with what should be the best SIGINT on the planet is going to be basically impossible. Far preferable to send them in with a general target area and time window, and maybe some info on how to get ahold of weapons. But fuck if you know what they're going to do with them - You might end up with a sperg to tries to shoot up the first gathering of 3 or more people they find, you might have someone with a hate boner for the MiC try and stroll into a government building and get busted, and you might see a clever guy scatter bombs through the NYC tunnels and kill thousands of people.

Honestly, if they were sending troops in with (empty) rifles with fun switches in a crowded subway environment, that would just be a free rifle for anyone who wanted one. We can probably gather that any plan would be simple enough to be memorized within one or two sentences, with a short enough time frame to keep the zealots from getting impatient then. So we can rule out them waiting until near or after the elections to pull off an elaborate plan, or hitting multiple smaller targets at once.

I would put money on an attack on New York in a month or two. It has the size to hide a small army, and if the zealots have received instructions on what places are good for hiding there's lots of unoccupied buildings for them to hide in. It's a big juicy target that would cripple the entire us if attacked as so many businesses have planning and data hubs in the city. There are countless opportunities for gurella attacks with the city full of high rises perfect for sniper nests.

You'd just need to give the zealots basic training on how to avoid discovery and find weapons (probably from prepared weapons stashes) and tell them to get to New York and cause havoc after a certain trigger. Additionally, so many people will immediately begin rioting and looting the moment shit starts to go down which will make protecting the city even harder. It does seem plausible that an attack is coming and will be coming soon, if you're in the city you probably need to get out.

The Biden administration has torn down so much of the nation's defenses and cities like New York have ripped apart their ability to police themselves, even if they know there's an attack happening soon they can't stop it and they can't evacuate innocent bystanders.
