They can be former program staff, randos who bump into someone, or even in the case of Sue Scheff, another cunthag from hell, a program parent.

Basically, they get paid per kid referred to a program, often a month of tuition, which means only a few kids a month makes you a pretty high earner. In Sue-Sue's case, she got fucking rich sending kids off. In the case of WWASPS, the MLM aspect was central: program parents were given free months per kid referred, and once they had a free program for their own child, they were paid out cash per referred child.
WWASPS v SCHEFF is a fun deep dive but I'm not fucking with Utah's records when it's all in memory so just take it at face value or go dig yourself.
The way marketing works is word of mouth, and shitty websites where someone just catches "help my kid" or "troubled teen" or whatever and has a personal number to answer to start manipulating and bullshitting.
They do not advertise or hand shit out in normal ways. Also, these places are not military schools. Schools to make Johnny into a little Lieutenant aren't the same as this shit, but yes many of them can be abusive.
